The reason why the Government will not affirm my projections is that they know the alarm and anxiety which would be caused if the people were confronted with the magnitude and true nature of the problem which will have to be faced in the coming generation, in London and in the major cities of Britain.

I propose, as a first step, to reassess existing expenditure priorities, and I shall need to have in mind the overall position of all the law and order services that are my responsibility.
